Underground Storage Tanks (USTs) store fuel sub-surface to preserve forecourt real estate but require rigorous leak detection and corrosion monitoring under TCEQ TAC 334. Aboveground Storage Tanks (ASTs) sit on surface slabs, offering lower installation capital expenditures and simplified visual inspection under EPA SPCC mandates.

An Underground Storage Tank (UST) is a tank and connected underground piping system having at least 10 percent of its combined volume submerged below ground level. In Texas, USTs storing petroleum must feature double-wall containment, automatic tank gauging, and active interstitial release detection under TCEQ Title 30 TAC Chapter 334.

An Aboveground Storage Tank (AST) is a stationary, surface-mounted atmospheric vessel engineered for bulk fuel, diesel, or chemical storage above ground. AST installations require secondary containment, normal and emergency venting, overfill alarms, and adherence to NFPA 30, NFPA 30A, and EPA SPCC rules.

TCEQ Title 30 Texas Administrative Code (TAC) Chapter 334 is the comprehensive state regulatory framework governing underground and aboveground storage tanks in Texas. The chapter dictates technical registration, design standards, secondary containment, operator training, release detection, financial assurance, and permanent closure procedures.

An SPCC Plan is an EPA-mandated document under 40 CFR Part 112 requiring facilities with aggregate aboveground oil or fuel storage capacity exceeding 1,320 gallons to implement engineering controls. The plan outlines secondary containment structures, operational inspection routines, drainage management, and emergency spill response protocols.

UL 142 certifies steel atmospheric aboveground storage tanks for flammable liquids with basic secondary containment but no thermal insulation. UL 2085 certifies protected aboveground tanks providing 2-hour furnace fire exposure protection, ballistic bullet resistance, and high-impact vehicle collision shielding.

Fireguard® tanks feature lightweight porous concrete insulation between double steel walls meeting UL 2085 2-hour furnace fire test, projectile, and vehicle impact standards. Flameshield® tanks are tight-wrap double-wall steel tanks certified under SwRI 97-04 and UL 142 for 2-hour fire endurance without insulating aggregate.

A Phase I Environmental Site Assessment (ESA) is a non-invasive investigation evaluating historical aerial photographs, regulatory agency records, fire insurance maps, and visual site conditions under ASTM E1527-21. The report identifies Recognized Environmental Conditions (RECs) to satisfy EPA All Appropriate Inquiries (AAI).

A Phase II Environmental Site Assessment (ESA) involves intrusive subsurface sampling of soil, soil vapor, and groundwater to confirm or delineate chemical contamination identified in a Phase I ESA. Geo Petroleum performs direct-push Geoprobe coring and laboratory chromatography under ASTM E1903 standards.

A Recognized Environmental Condition (REC) is the presence or likely presence of hazardous substances or petroleum products in subsurface soil, groundwater, or surface water due to a release. The term is defined under ASTM E1527-21 to indicate potential environmental liabilities impacting commercial property value.

Stage I Vapor Recovery is a closed-loop system capturing gasoline vapors displaced from underground fuel storage tanks during bulk fuel transport deliveries and venting them back into the delivery tanker truck. In Texas, annual pressure decay testing is mandatory to prevent VOC and benzene atmospheric emissions.

Stage II Vapor Recovery captures fuel vapors displaced from motor vehicle fuel tanks during retail dispensing at the pump. Across Texas, Stage II equipment is widely decommissioned in favor of Onboard Refueling Vapor Recovery (ORVR) systems built directly into modern passenger vehicles.

An Automatic Tank Gauge (ATG) is an automated digital console and magnetostrictive tank probe system continuously measuring fuel volume, water ingress, product temperature, and tank interstitial integrity. ATGs execute automated 0.2 gallon-per-hour monthly leak tests or 0.1 GPH annual precision tightness diagnostics.

A Notice of Violation (NOV) is a formal administrative enforcement finding issued by the TCEQ or EPA notifying a tank owner of non-compliance with environmental statutes. Common triggers include missing ATG monthly leak logs, failed cathodic protection tests, unregistered storage tanks, or uncertified operators.

Hydrostatic testing is a regulated diagnostic procedure where tank containment sumps and spill catchment buckets are submerged in liquid and monitored over time to verify liquid-tight structural integrity. The EPA and TCEQ mandate triennial (every 3 years) testing for non-double-walled vacuum monitored containment.

Cathodic Protection (CP) is an electrochemical corrosion mitigation technology preventing rust on underground steel tanks and piping by making the metal act as a cathode. Galvanic systems use sacrificial zinc or magnesium anodes, while Impressed Current Cathodic Protection (ICCP) uses an external rectified DC power source.

Aluminum Composite Material (ACM) is an engineered exterior cladding panel consisting of two high-strength aluminum sheets thermally bonded to a fire-retardant polyethylene core. In fuel station canopies, ACM provides lightweight, UV-impervious, and hurricane-rated fascia cladding that resists chipping, warping, and oil staining.
